Probably because there were a group of idiots who were possibly going to drag Star Frontiers ownership questions into court and Hasbro's legal team wanted to make sure the ownership question was locked down.

Honestly, I can see the appeal, in certain cases. People can argue all they want, but the Traveller rules are a hurdle for folks that are primarily used to D&D, that's not even mentioning a particular Traveller setting. And compared to something like Mothership, Traveller is super crunchy.

Our group is interested in running short one-shots in other settings and possibly other rulessets, most often 2-3 sessions in length. I do not see players studying new rules beforehand for such a short arc, thus it falls on the DM to explain the rules during the session (zero). If I can skip having to explain the core rules, and only have some minor additional systems and different classes/feats, that leaves more time to actual play.

I've recently added to my toolbox for future use around D&D5e: Lord of the Rings 5e (FL) and Star Wars 5e (fanmade). Learning and explaining new rules I rather leave for something 'special' (from my perspective) like Paranoia or the Spire... Or something we (or some of us) have a nostalgic attachment to like Vampire, Shadowrun, or The Dark Eye (Dutch version)...

IF we ever played Traveller, I would never suspect to be running a full campaign, thus a good D&D 5e compatible version of Traveller would be far more appealing to us then running full Traveller. Even more interesting would be if they would build on something existing, like Ultramodern5e... We'll see...
