Who makes these two minis? I've been all over the Internet trying to
find who makes these minis and their names?

The second are from Games Workshop's WArhammer Fantasy range, I think Night Goblins.

The first I'm less sure on, it could be GW again in which case it would be a Kislevite figure from one of their older ranges.

If the goblins are what I think, I'd guess they are 10-15 years old and possibly older. No longer made. But I'd try one of the specialist Games Workshop or tabletop wargame forums (dakakadaka and Warseer come to mind as ones I've heard of although have never used) to find out more.

I'm certain the latter ones are GW Goblins. Unless there's another company modelling goblins in exactly that style, they're from GW. One of the older ranges, probably, and that could include some of the other goblin types like Forest Goblins.

The first may be GW, and if it is I'd say it was a Kislevite Kossar. On the other hand those were modelled on eastern European military, so it might be a figure from a historical range, maybe a Cossack.

Does it make a difference that the rider is made of all metal?

Not really - sounds even more like GW though. Plastic is used for high volume minis because the start up cost for the mold you pour the material into is much higher. Metal's cheaper to make a mold for but the metal costs much more than the plastic. There might be literally dozens of metal riders all using the same plastic horse models.
