Well now that military affairs is out of the way, perhaps its time we create the power structure of the city. eg: An Organization chart...
 

Attached is a working document that represents the political structure of Mor's End. Pieced together from reading the many posts alread out there. Please review and comment so that I can make appropriate changes in how the powers that be affect each other.

Good work, WotP. I hadn't heard of the "Warrens Warder" and "Squats Warder" before, and I'm not sure we should have those. I'm ambivalent about having that Outland Warder as well. Seems more like a position for someone who should be *taking* orders, not ruling the city.

We also need a chart with the military. jdavis suggested a single commander for both the City Guard and the City Watch (Sebastiano Palmora). I would go further and put him at the head of *all* the military (minus the Elite Guard). He would definitely sit on the City Council, but probably only in an advisory role. Should he be taking orders directly from Lady Kelvin? Or from the City Council? Does Lady Kelvin sit on the City Council, or rule it?

The seven houses are in charge of the Golems, and may not be the only seven 'Houses' in the city.

Yes, not totally sure of the Outland Wardens and Squat Warden. Has someone detailed the Outland Rangers already? A Squat Warden might make sense of course.

Perhaps some ruminations on the Justice system would also help. Who are the judges? How are crimes judged? Think of something unique, possibly low or no magic. Also give considering to how justice is meted out. Do people get hanged/executed?

Also, the next area of government... the sure thing one forgets about... TAXES!

Goods are taxed of course at perhaps 5%? Considering the unique merchandise of Mor's End, I don't think it's much of a problem. I don't think we should go into too much detail over this, btw. Just so to know where the city gets money for its coffers from.

And there should be a toll at the gates as well. 1 sp?

Ruavel is supposed to be working on a submission on the Outland Rangers. I don't know if it would be necessary to have the head Ranger being part of the wardens but there should be some sort of representation for those who live outside the wall but are part of the city-state. If not the head Ranger then it would be who the Rangers report to.

Sebastiano Palmora was from Tonguez post at the top of the tread. His father is Anton Palmora of the Palmora clan (Silk Fish Harvester) so his appointment probably has political significance. He would probably report to the council, I doubt he would have a true seat on it, the advisory position sounds about right (has a seat but no vote). I will put up a military hierarchy tonight.

Working on a budget for the military (will keep it rough), a special defense tax may be in order (or maybe the gate toll could be used to help support the guards.) A flat 1sp toll sounds a little stiff but maybe have a toll based on how much is being brought in or out, free on foot and say 1 cp per wheel on wagons and carts, a large caravan would have to pay up but not to bad (a 10 wagon caravan would be 40 cp or 4 silver a two wheel farmers cart would pay 2 cp, etc...) Pack or riding horses could be 1cp a piece.

I've been working on the history of Mor's End offline. One of the things that I came up with regarding the Outland Rangers...

After a massive humanoid attack that nearly destroyed the town... Russol Mor created a group of 10 men to be sheriffs in the region. Each of these men were given a Wand of Warning. Basically, it works like a flare gun, and it only holds a few charges. If the sheriff saw a humanoid raiding party making its way to the town they would signal by firing off a warning "flare".

This group of sheriffs later become known as the Outland Rangers. Their duties changed over time. They're not really Rangers as in the PC Class Ranger, that's just the name they've been given over time. They were the oldest organized group of "guards" for the city.

I'll post the history I have thus far in the Time to Open Shop thread as soon as possible.

I'll update the org chart a bit tomorrow to take in account the modifications. Right now I'm saying there are 7 wards (sections) of the city. Does this sound right and does anyone have the names of all of these? I remember seeing them in these posts but am having a hard time finding the Ward names.

I agree, Outland Rangers should be reporting to someone and not have them be on the council. Probably the Lady's second.

As for who is in charge of the lands outside the city, there was a post about the power of the farmers of the area. What about if one of the Warders was the head of the stedding community...elected by the other farmers.

I'll continue to skim the other threads to solidify this org chart. Please post ideas as you have them and the chart will magically update itself;)

When I get time I'll skim the Military thread and lay out a chart for the Military Minister (if there isn't already one there when I get around to it.

Point of terminology: I don't think the "City Warders" refer to the city's wards. I.e. it's just a general name for the City Council, not one Warder for each ward. I guess the Council would consist of representatives from the Guilds, plus Lady Kelvin.

At least, that's how I understood it.

I was going off of earlier threads that indeed did have the Warders as the heads of actual Wards. There were actual wards discussed and a head of each. I think this was in the Time to Open Shop thread. But I'm open for discussion...it's an evolving govt thread after all:)
