So recent discussions brought up the movie First Contact and conditions of Post-WWIII Earth, ie the post-apocalyptic setting where governments have collapsed, life is a struggle but a few still scavenge the left over tech and attempt to keep it working.

and I was wondering other than the movie is there any material or references to the era that might be used to develop a campaign set there? I think it would be fun to balance post-apocalyptic Earth with the hopefulness of Pre-Warp Star Trek...

Well per lore the US Second Civil War, which evolves into World War III, starts in 2026, so we'll have lots of info soon.

No episodes spend any substantial time in the canonical version of the era as far as I can tell (alternate timelines are a more common thing to visit I think). The main action of the Deep Space 9 "Past Tense" two parter takes place immediately before the wars that cause the apocalypse so that might be worthwhile, and is generally considered worth viewing. In the TNG "Encounter at Farpoint" pilot Q transports the bridge crew to a trial of the style commonplace on post-apocalyptic Earth, and before that teases them in the guise of a drug-fueled soldier from the era, which is probably the most details we've gotten about the era outside First Contact, but it doesn't amount to much.
