But at the more primal level there is fear. You have to be fearful of what would happen if you get caught doing a crime. The punishment for crime is the way to do this.</p><p></p><p>WoTC sent a message to people and it's very likely now that some who thought "everybody does it, nobody will care" will now say "crap, they take this seriously, I could spend years it debt, no way am I going to do that".
