2 questions, Quickened turning and Augment healing

Ok the first question is on Quickened Turning. Can you turn at anytime in the round (as a free action) or just on your turn as a free action? I thought since it was a free action you could use it at anytime (once only in the round), but cant turn at all during your turn. Doesnt quickened spell adhere to the same rule?

Second Question is on Augment Healing and the Vigor spells. If I am a 6th level cleric and cast a lesser vigor on someone it heals them for 15 rounds for 1 hp a round...how does it work with Augment healing? Also if i cast mass lesser vigor it gets 3 targets and heals them 1hp per round for 16 rounds? We are unsure how to do this rule.

A free action can only be used during your turn (with certain explicit exceptions like speaking) - you can't cast a quickened spell outside of your turn, nor can you use Quicken Turning outside of your turn. You're possibly getting confused with immediate actions.

There is debate about this. My answer is that you should treat Lesser Vigor the same way you treat Remove Blindness - they're both Conjuration [Healing] spells that don't normally cure hit point damage. (Remove Blindness removes the Blinded condition; Lesser Vigor grants someone the Fast Healing ability.)

If you feel that Augment Healing should make a Remove Blindness spell remove blindness and also heal 4hp, then it should make Lesser Vigor grant Fast Healing and also heal 2hp.

If you feel that Augment Healing has no effect on Remove Blindness since, despite being a Conjuration [Healing] spell, Remove Blindness cures no hit point damage normally, then Augment Healing should have no effect on Lesser Vigor since, despite being a Conjuration [Healing] spell, Lesser Vigor cures no hit point damage normally.

Ιts up to you whether or not you gonna treat this feat to work with remove blindness and lesser vigor... My opinion is that it ''should'' not work in those two examples...

From Complete Divine p. 79:

Benefit: Add +2 points per spell level to the amount of damage healed by any Conjuration [Healing] spell that you cast.

Seems like this is ambiguously worded, but IMC it applies only to spells that directly and instantaneously heal hit point damage. Cure Blindness doesn't qualify, and neither does Vigor or Lesser Vigor, since those two spells don't heal damage. Cure Blindness does what the spell name suggests, and the Vigor spells grant fast healing (as opposed to instantaneously fixing HP damage).

It's still a great feat for healer-types... there's certainly no flies on a 4d8+16 (avg. 34 HP) Cure Critical Wounds from a 7th level cleric with the Healing domain.
