I like the concept you're proposing here. It sounds like a lot of fun and reminds me of the special adventure that was run during a Pathfinder Society event at GenCon (or at least, that's what I read). I think you're a bit confused about the size of the White Dragon mini. I believe it's a Gargantuan mini, not Colossal. This will come into play when designing the maps for the dragon combat, in particular. It won't be as bad as if you had gotten the two mixed up in the other direction, like I did last winter when setting up for a one-shot using the Red Dragon and realized as I was setting it on the table that the map was actually too small. I think that as you design Baltadrax, you will have to keep in mind the resources the players will have access to with the cap at 11.5K GP for a single item. Trying to hit a much higher AC than what even a fighter could hit on a regular basis could get very frustrating very quickly. I guess the main other question I would ask as you design this adventure is what sort of fatality rate are you looking to have among the PCs? Is this something that is meant to wipe out the majority of the PCs or only a few? Keeping that in the forefront of your mind as you put things together will help you tremendously when deciding if that collapsing ice bridge is going to fall while the PCs are in the middle of a fight with the dragon's minions or while the PCs are scouting out the area and see some minions fall instead. Things like that. Best of luck.
