In short: Yes.
All monsters have been streamlined to integrate better in the common monster rules for 3rd Edition, which does make it easier for people who didn't play 2nd Edition to understand what abilities the monsters have. Damage reduction and regeneration and immunities to certain spells work the same way for all monsters, so once you know the basic system, you don't need to learn what specific resistances a new monster has. It says Fire 10 and immune to cold, then it's resistance and immunity that works just like with any other monster.
Also, I think 3rd Edition has an approach that is generally more aimed at tactical combat than interacting with a world and thinking outside the box. In 3rd Edition, fighting monsters is about equiping your characters and using optimal tactics. Not about being clever and overcomming enemies with tricks. So if you have PCs face monsters, then the monster is supposed to be killed by playing by the rules of the game, which means the powers and defenses have to be overcome with standard equipment and spells.
I think the older editions didn't lean much in that direction and monsters were meant to be unfair or even impossible to overcome by just attacking them with what you have. Finding ways to avoid combat or preparing a situation in which the monsters defenses would not protect them was a more important part of the game.
