I like these better than the WotC environmental books.</li> <li data-xf-list-type="ul">Eclipse: The Codex Persona Is a pretty good point-buy character builder. I think it's a little fuzzy and a little rough around the edges, but still better than the other books like that that I've seen for 3.x d20 games.</li> <li data-xf-list-type="ul">Pathfinder Ultimate Campaign also has some good variant subsystems, though some I would not use as well.</li> <li data-xf-list-type="ul">City Works Has some good advice on city gaming you won't find in CityScape, but I do like both.</li> <li data-xf-list-type="ul">Skirmisher's City Builder Is an exhaustive treatment, I've only skimmed it, but it looks very thorough if you're into that.</li> <li data-xf-list-type="ul">Penumbra Crime & Punishment / Dynasties and Demagogues. Not a big fan of the custom classes, but lots of detail on running investigation and trial campaigns, or games heavily featuring courtly political intrigues.</li> </ul></blockquote>
