In here: http://forum.rpg.net/showthread.php?p=10912003 there was a big discussion about "how many wizards of what level could a kingdom realistically have field in a battle?"
Needing a break from my classes in my MSc in Stats program, I spent way more time than necessary farting around making a spreadsheet for anyone who wants it.
Some fundamental assumptions had to be made, but I assumed a level distribution from the DMG (100 lvl 1, 50 lvl 3) etc and used the 3d6 system for number of people with a given Int score capable of being wizards. A good look at the spreadsheet should reveal most of my assumptions.

Interesting findings: By level 5, you have the vast majority of a Kingdom's Wizards.
