D&D 3E/3.5 [3.5] Sorry a noob question, can't find ranged skirmisher?

I'm currently playing a scout and trying to find a feat I have read about on some forums called ranged skirmisher that is suppose to increase the range of skirmish. I can't seem to find the feat anywhere, I've looked through my books and searched online can't seem to find it. Does anyone know where I can find this feat? Thanks

Clarification: Do you mean a feat that increases the distance of a Scout's ranged attack skirmish (e.g. beyond 30 ft.)?

Dragon Mag #346, according to Crystal Keep.
The feat "Ranged Skirmisher" lets a scout apply skirmish damage to attacks out to 60ft rather than the usual 30ft. Prereqs are: Skirmish ability; Dex, Wis 13; Point Black Shot and Far Shot.
