3 simple rules for a no magic itens setting

This are 3 simple rules for games use less or no magic itens:

1) Attacks, skills, ability checks and defenses scale at 2/3 character level instead of 1/2 level.

2) Accumulate encounter and dailies powers instead of swaping then in paragon or epic tiers.

3) Each 3 milestones, recharge one of your spent daily powers. (reduce to each 2 milestones in paragon tier and 1 milestone in epic tier).

Any thoughts!?

Instead of 1 I think it'd keep it line with the book progression if you took a slightly different approach.
+1 attacks, damage, defenses every 5 levels and +1d6 on critical hits every 5 levels.

This is exactly what I use [minus your rules 2 & 3] in my low item game because it is simpler and exactly in line with the bonuses that PCs are assumed to have.
