Since wild speculation is the order of the day, I'll have a stab, too. Having recently delved into Castles & Crusades, I was surprised to find that the prospective skill rules for 4E bear a striking similarity to the ability resolution system used in C&C.
The skill system for 4E is apparently based on the Star Wars Saga edition. Yesterday in another thread, Drothgery explained the Saga rules thus: "Your modifier for untrained skills is 1/2 level + ability modifier. Your modifier for trained skills is 1/2 level + ability modifier + 5."
This sounds very similar to C&C's method of handling skills and class abilities, for which the modifier is level + ability mod for non-prime skills, and level + ability mod + 6 for prime skills.
Mere chance, or is WotC borrowing heavily from successful competitors? Not that there's anything wrong with that, other than causing smug satisfaction in C&C converts.
