"Expeditious Retreat Press", Mongoose, and "Fiery Dragon" published some print books back in 2009.

All three seemed to have pulled out of 4E 3PP completely.

Fiery Dragon is still putting out Counter Collections for 4e, and is prepping up the Monster Medallions.
 



I wish I knew more 3PP's, especially with the decline of Dungeon and/or not being able to use or like all of the modules they do put out.

I wish there was a way for common people could post homemade modules. Granted some or most would need work from the DM to fit it to his game, but some of the Dungeon articles do as well. I would like to get stuff in a pinch and use it in my home game w/o getting in trouble. You would think that Wizards would do this. If it is not paid and given for free to subscribers I think more people would not feel like they are getting gyped. Some of the reason is time to make them look better and not have blantent rules problems, but put everything under Unearthed Arcana so it is optional. They could look like the RPGA modules, plain and without artwork, but are useable and something would fit with what you need.

You can. As long as you don't use things specifically covered by their copyright, you can mass produce adventures. Believe it or not, there is very little that is totally covered by their copyright. Think Balor, etc... You can create an entire adventure using Dwarves that fight Goblins, etc...
 

I've personally posted homemade modules on my blog (see here for instance). I'm not releasing them under any particular license and I'm not charging for them. I might be using content that I shouldn't be using (a monster stat block, perhaps), and if WotC tells me to take something down, I will. But I'm guessing that they're unlikely to complain about hobbyists just throwing their creations up on the Internet for sharing with other hobbyists for free (though I suppose you never know).
