D&D 4E 4e handelling of multiple limbs

With multiple attack from BAB being dropped how will multiple limb critters be handelled both for Monster and PC ?

Simplest example of something that could be a PC race would be a critter with 2 legs and 4 arms.

A Hydra would be a good monsterous example to use.

This is a pretty vital thing for my homebrew... so I share your curiosity.

I'm not sure they really need to do anything different here, though.

They'll probably just make sure minion monsters have a managable number of limbs, or that they use them in concert.

Perhaps identical attacks can be combined to count as one step up on the damage and to-hit scale. Something like an angry kitty of doom doing Bite/Claw/Claw 1d6/1d4/1d4 vs. Bite/Claw+Claw (+1 hit) for 1d6/1d6.

I'm guessing they will abstract the limbs a little, give some sort of combined attack/damage and then give something extra in the form of some powers.

Something someone with less limbs would not be able to do.

I'm looking forward to this.

I'm guessing they may have powers based on the multiple legs.

Like:

Distracting Strike:

You use your many limbs to attack from different angels, confusing your enemy. You may make a single attack against an opponent. For this strike, you have combat advantage against that enemy.

Something to that effect.

I hope the rules will define the type of action it takes to switch weapons/items/wizard implements from hand to hand. Also, I hope they define how one character gives/throws something to another character.

I think "Multiattacks" are still in, just not the iterative attacks of 3.x.
It's less a problem for monsters, and more a problem for PCs.
Judging from Starwars Saga Edition, it might be possible to take feats that allow you to use your limbs more effectively and gain extra attacks.

I would guess that Hydras will be treated as a more literal case of "Many monsters in one". Compared to a Dragon or Beholder, the model is much easier to apply. I also suspect it will be worked out differently than creatures that simply have a multi-attack.

Pretend the Hydra is 5 to 12 monsters with one body and one pool of hit points. Another working model could be "Attack each PC within reach 1 + (1 / 3) heads, and grant an immediate counter attack every time a PC inflicts damage"

I also think that the Hydra will still end up having some clunky rules tacked on to allow a PC to target a particular head.
