Empty space in dungeons/buildings/etc of the game world is useful to both players and DM alike. It gives the players time to rest up and gather their thoughts on information that have gathered and decide where to go next even in the most crowded of dungeons. It gives the DM time to sort out his work and move things around in his piles. Which monsters have been used and encounters/rooms have been emptied and no longer need to clutter up his area? What new thing is the group wanting to do that you must prepare for to make sure everything is ready so you don't have to stop the game to do it when they get there? What creatures are patrolling and may have found past losers of encounters with the PCs? Let alone there needs to be room to move. If you have wall to wall creatures then how does anyone get anywhere, and where do they put things to be out of the way for walking around all these rooms? Empty space is not a design flaw, but not having it is for any type of game sicne it is needed for the flow of traffic and to prevent traffic of moving creatures and things. Is everyone asleep just laying around in corridors? Are there no rooms that creatures use for a bathroom? HEck is everyone awake and asleep at the same time so that no room may be unoccupied. There is all kinds of reasons to have empty space other than just game mechanics like resting to regain spells/etc.
