According to the "the rules" you don't even need ability scores on your monster. Just AC, hp, attack bonus, damage, and save DC. The rest is optional. Even when building a full statblock it often says "use the table" and provides the option to calculate based on rules similar to PCs. Monsters do not use the same rules as PCs. They can but that is not even the default.</blockquote>
