I'm tempted to say make it 2 levels of exhaustion, but they cannot take further exhaustion for the effect....just to ensure you get some bang for your buck action economy wise, but I may be overthinking this one...its really just a serviceable long ranged attack.</p><p></p><p>4) Dispel Magic at will + 1 legendary action to cast it means that this guy always has an option for high level magic shenanigan's.</p><p></p><p></p><p>This guy is truly terrifying imo. I think a party would have to approach this guy very carefully, its with flying to outmanuever, some disarming to get rid of the greataxe....exactly what I would want a higher level boss fight to be.</p></blockquote><p></p>
