They already have. Half-orcs have been pulled from the game and returned about every other edition. There are whole sourcebooks about most of these races (albeit from older editions). This is a fine assertion, but I don't see any evidence to back it up. This may be the way you want to play; that's fine. But it's not really the standard. For instance, how about if your roleplaying dream is to be the master of all creatures you survey? Is itt fair to the other pcs that you are their master? What about if you want to play a shadar-kai, and I don't allow them as pcs in my campaign? What about if I want to play a gunslinger but there aren't any guns in the setting? Where's the equality there? Heck, what if I, as a DM, decide that there aren't any dragonborn (or pick your exotic race of choice) in the world, yet you want to play one? The PH explicitly makes the number and identity of races available a choice for the DM, not the players. Those poor dromites, shadowswyft and shardminds. What the heck does fair mean in this context anyway? Should there be some kind of requirement that each adventure uses the races equally? Do you acknowledge that more exotic creatures should appear less than more usual creatures? Does your concern about fairness extend to monsters that only appear once? Do you feel a great deal of sympathy for the diakk, astereater and ruzakaryll? I guess what I am getting at is that you're asking for adventures to include material that DMs may not use in their campaigns at all. Material that is explicitly laid out as optional. You're basically asking WotC to shoehorn material into adventures that may well turn off DMs who don't use it ("Ugh, I hate dragonborn, and now I have to use them or change this major NPC significantly"). And I can't honestly figure out where these complaints come from. You want some half-elves in an adventure? Insert one. Or make that scout or guard a half-elf. Hey, look, it's easy! Now, all that said, I do agree that dragonborn would fit nicely in a dragon-themed adventure. But I see why they weren't included, and I don't think it's a big issue to either run the adventure as-is (without dragonborn) or to simply insert them in where appropriate.
