WoTC had two Character Builder and set of digital tools during 4E. One downloadable version soon after 4E was released that also had a Compendium and Monster Builder and another in 2010 i believe, which was online based version of these three tools using cloud storage.

They tried to released two virtual table during 4E, one was a Virtual Tabletop by ? (your second VT image) which got shelved and the then another D&D Virtual Table by GameTable Online (your first VT image), which was sold to them during BETA testing and now run under the name RPGTable Online.
