This may not be the right time of year, but when the time is right, he will order it done. Wolves, with their acute senses, will be able to detect other wolves better than the Radu and the fledgling herd must be protected. In addition, if the cubs are raised around the horses and humans, they can hopefully be imprinted to think of them as part of their family.
