A Half-orc Barb1 in Breastplate has Base Speed of ?

I'm probably just missing a simple table somewhere, but what's the base speed of a Half-orc Barbarian 1 in medium/heavy armor? (or with medium/heavy encumbrance since it's the same!)

The armor chart on PHB 104 seems to imply that it anyone wearing medium or heavy armor (or is similarly encumbered) loses 25-33% of their base speed. Looking through the Monster Manual the only creature I can find listed whose Base Speed is affected by equipment is the Fire Giant. He's listed as 30' (chainmail); base 40' but he's also a Large creature.

Would a 1st level Half-orc Barbarian wearing a breastplate have a base speed of 25' or 30'? Can you support your answer?

Regardless of your answer, how far would you allow him to move in all the funky movement conditions in PHB Table 9-4: Hampered Movement where there's a movement penalty of 1/4, 1/2 or 3/4?

"Fast Movement: The barbarian has a speed faster than the norm for his race by +10 feet when wearing no armor, light armor, or medium armor (and not carrying a heavy load)."

So a Half-Orc Barbarian would have 40 ft movement in light armor or less.
30 ft movement in medium armor
20 ft movement in heavy armor
 

Scott is correct.

The Fast Movement class feature really only becomes a problem when applied to a character with a base speed of 20.

Ah, right. Thanks. I forgot it really is just a +10' bonus and not changing the Half-orc's base speed to 40'.

That is what is debatable, seeing it like this

is also possible. If you see like that then it is an conditional improvement of the base speed, which has no effect on character with a base speed of 30, however with base speed of 20 things get a little murky.

So that would be for a Halfling Barbarian:

30' in Light armor or less
25' in Medium armor, and
15' in Heavy armor, or if carrying a Heavy load, right?

OR

30' in light or less
20' in medium, and
15' in heavy, or heavy loaded.

I hold the latter to be correct.

Gnolls are as well. I believe Orcs are as well.

Both do indeed, however I was not clear with my statement above. I was trying to find evidence in the MM for monsters with a base speed of 40' who which was lowered because of armor/encumbrance. The Fire Giant is the only such creature I could find and didn't know if he was applicable to my question given that he's a Large creature. As smetzger and AGGEMAM have straightened my initial inquiry out, the point is now moot.

I just check King Obould Many-Arrows' stats in the FRCS. He wears a breastplate, but his speed is listed at 40. This has led me to believe that barbarians are not slowed down by medium armor.

Normally speed is listed with a paranthes noting the kind of armor if the listed speed is with armor.
