Maybe in a big city, with very limited stuff, for horrendous prices.</p><p>Player wants to buy a halberd +1? Let him roll, chances depending on campaign setting and city size, and then "oh, you're lucky, for 5000 gold it's yours" - assuming that the party's whole treasure might be just above these 5000.</p></blockquote><p></p>
