Marching some hapless mercenaries to be slaughtered in Big City 1 would cause Big City 1 to think that Big City 2 was attacking, when it's really the insidious plot of the enemy city. </p><p></p><p>I need to work on making things more confusing.</p><p></p><p>Consequences of Teleportation Circle Proliferation is the best thread title I could come up with, Irda.
