Does an item that grants a +4 enhancement bonus to a stat allow you to cast spells of a level you ordinarily wouldn't be able to do? For example, if a 15th level ranger has a 10 Wisdom and wears a +4 Periapt of Wisdom, can he cast 4th level spells? Is there a specific ruling on this issue or is it usually a hand-wave?
