Action points for 2nd level+ PCs?

Rightyho, if I want to run a game where the PCs start at above level 1... how do I determine how many action points they have?

The only thing I can find in the book is that GM Heroic Characters have half their level in AP's, but this seems ridiculously harsh for a PC...

Have I missed something? Thanks for any help...

Why does it seem harsh? They didn't earn those levels by playing. Another thing is that they had to have been in a "challenging situation" to get to second, third, etc. so chances are they used some of those AP.
 

If you use the 'harsh' rule, a 3rd level PC starts with one Action Point. A bit odd, since he should have just gained 6 when they reached 3rd level, plus whatever they have left over from 2nd level.

That's way too harsh for PCs.

So pick some happy medium.

Personally, I'd think that full APs for the current level, plus half those gained for previous levels should be about right. My campaign has seen very low usage of APs (people forget they have them, and they're scared to use them up).

There is a guide to starting action points for NPCs on page 204.

For players, the character gets the number of actions points granted by his last class level.

E.G. a 5th lvl Strong hero would get 7 AP, because his fifth level in Strong hero gives him 5+ 1/2 his level
