Yeah, I thought I'd mention the common snark usage, but thought better of it in case it came across accusatory.
As an aside, the snark usage is curious:
"This is broken!"
"Working as intended" could be a cynical dig on the designers (yes, its broken, but the designers did it on purpose) or a dig on the comment (it's not broken, you rube)
This might be one of those phrases that should just quietly go away except for its intended (hah!) usage - A response from those who can actually speak for intent.
