Sounds like a reasonable setup/solution. However, it does sound like any sort of control over the adventuring parties is more in name than in fact, at least for anything other than low level parties up to about 6th lvish. After all what is to stop the band of adventurers from simply using charm person/dominate etc... to "enlist" a patron. It does also seem like the system would tend to breakdown around the higher levels (12+), depending on the number of VPPs in the country. If at 12+ the PCs are higher than anyone they are likely to meet outside of a major city, the threats for non-compliance are unlikely to impress the PCs. Something akin to Frodo & Co's reaction to the dictates of Sharky's men at the end of RotK. I thought I had two more ideas, but I can only remember one. Perhaps it will come to me later. Make it sort of like recruitment into the military. A civic "duty"/responsibility, though this is probably better in places with a more active/hostile neighbors. Something akin to how Israel's military is structured. It could also provide and excuse for starting characters at higher than 1st lvl if that was desireable. It might also be better suited to a native Keolish group. Furthermore, this could open up some posibilities for tension in the form of the Adventurers/Roman Legions not being permitted to "cross the rubicon". ie. Can't get too close to the capital city. PS. Are you looking for more player by any chance. I live in philly, I'm looking for a new campaign and Greyhawk is my favorite setting.
