On page 62 in the book, there are a description of the benefits of being a member of at Mage College. The last benefit, about creating items without having the item creating feat. It states that the mage pays 10% of the market price to the college. Does the student still have to pay the normal creating price of 50% of the market price on top of the 10% to the college?

Yes, he does. This benefit seems almost too good already, as it bypasses the need to take any item creation feats.

The character must pay a special fee equal to 10% of the market price of the item she creates. The wizard must meet all other requirements of the item to be created.

Emphasis mine. "Special" indicates this fee applies to this situation and not regular ones. "All other requirements" includes standard creation costs.
