I have the book, though I really haven't browsed through it yet. So far, I thought it is interesting but by no means a must buy for anyone (even if you are running the setting).

Is it 3.0 or 3.5? One of the things that's been driving me batty is that the last several books have been 3.0 in terms of skills, feats and monster write-ups.

This one's 3.5-compliant. It's all gear and fluff, meant to cover the corner-cases of L5R-related gameplay (like LBS fans).
