Sending them was first suggested to him by Wendy, who seemed to reeeeally want to go, and he probably told himself « screw it, this is as good a field test as any, and it will give me eyes on the site » (literally speaking). He’s obviously not concerned for their safety (though I’d still be worried about a skyscraper collapsing on my trillion-dollars machines) and he’s bored and this is <em>something</em>.
