Perhaps the guards are corrupt? Evil? Who knows. The point is, up until that point you don't know. So you just did the good and just thing. You are not a guard or protector of the city, so you don't know the correct method of dealing with these creatures. If you were, then you'd know.</p></blockquote><p></p>
