If you were running a good campaign and this is a break. I'd set it somewhere the group would still be familiar with, but don't tell them that it ties into the game they are playing until you use the characters as NPCs later. Ovbiously the exploits of these evil people will make their good characters go after them. hehehe Plot lines? Obviously somethings that are trully vile. 1) Like assassination of a high priest or some other political figure that can put the area into a conflicted area. If this was an ambassador from another land, it could cause war. 2) sacrifices 3) slavery 4) church/temple desecration 5) plunder 6) Hmm go on a mission to organize crime? Evil? the halfling mafia? Just some random thoughts. You might even have a small band of heroes that are tired from their adventure arrive at the tavern that the evil group is. Let them draw conclusions and plunder these hapless people. And of course these people will probably fight to the best of their ability and flee if they have to. They will keep coming back cause the Evil pc's stole something they need back and the Patron isn't going to relax while it's not in his grasp so he'll keep healing and reviving the "good" group. lol
