Altered Earth: Is it any good?

After reading a thread on the WOTC board, someone mentioned this 3rd party campaign setting. Unfortuneatly the preview on DrivethruRPG is so small that I can't read the content (Seriously why does Drive Thru and RPG NOW even have this type of "Preview?) Is it any good, and by good I mean is it balanced for 4th edition play? Like can I drop the races and classes into a "normal" 4th edition D&D game and not worry about them being over or under powered? How about their Items? Or monsters?
