The PCs are the elite superheroes, facing foes that most mortals never learn of (think X-Men, Buffy, something like that; perhaps more of a focus on monsters than NPCs.). So high-level status as a fighter is also exceptional and rare. I don't like magic to become commonplace and I don't like good-aligned NPC archmages sitting out there as a potential deus ex machina and making the PCs feel irrelevant.</p></blockquote><p></p>
