Im fine with Dex saves as a defence vs firearms. Dex saves include dodging (but so does AC in parts), but dodging isn’t all what Dex saves do. One can’t dodge a lightning bolt or a lightning strike, or the sudden explosion of a fireball, but avoiding the full blunt of such attacks still falls under Dexterity saving throws. You’re not dodging bullets; you’re making yourself a harder target to hit because you can see that someone is pointing a boom-stick at you. It isn’t different from the Dex contribution to AC in that regard, only, it’s an active roll instead of a passive bonus. And yes, it favors agile rogues over burly fighters, and I’m also ok with that. Historically, it’s always been an arms race between the penetrating power of firearms vs the protection provided by armor. Bullets pierced armors, then armorsmiths made thicker armor, then firearms were improved, then armors got even thicker etc, until plated armor lost the race and was phased out in the 19th century, until new materials like Kevlar were invented in the 20th century. In this setting, armorsmiths are starting to adjust because firearms have the upper hand at this time. It would also be easy to imagine a « bullet-proofed » enchantment for medium and heavy armor. Indeed that’s how I envision a dedicated pistolier character would be; they don’t fire a gun six times in a combat; they fire six different guns over the combat. I’m saying six because, that’s what I think a character could reasonably carry at a time, and combats rarely last more than that anyway. But as with anything D&D, I take « reasonably » with a grain of salt; I’ve stop being bothered by PC carrying five quivers full or arrows, or a great axe and another large weapons etc.
