In my campaigns, being able to change into a crow to fly over an encampment of orcs FAR outweighs changing into a t-rex, for example. Druids shapechange into animals for a specific purpose; usually for infiltration or to overcome some obstacle (like a chasm, or a lowered portcullis, for example). Trying to "power-game for DPS" is likely to just get you killed IMC.</p><p></p><p>As for higher level changing (elementals and whatever other craziness)...again, "function" FAR outweighs "DPS". If you are a druid who is thinking he/she will be a bad ass in melee combat because they can shape change into something 'tough'...well, IMC anyway, you will be in for a very rude awakening. "Aggg! Druid! Quick! Change into a rat or something, go through the portcullis, change back, and open the freaking thing so we can get inside!"...."Uh, no can do.
