Those guys train to get to the point where they react to the start of hostilties rapidly and effectivley, but they are never perfect at it to the exclusion of their targets even being capable of potentially reacting. That sort of training sounds to me like something that would be easily reflected by the Improved Initative feat.</blockquote>
