Factors: Change to Area (20' radius) (+10), Increase Area 900% (+36), 1 action casting time (+20), Increase Durration 900% (+18), Increase Reflex Penalty by 8 (+8), Add -10 Dex Penalty (+40), Increase DC by 20 (+40).
Mitigating Factors: Burn 10,000 XP durring casting (-100), take 10d6 Backlash damage (-10)

With this horrific spell, all enemies of the caster within 400 feet are violently ripped from the present timestream. A shockwave pulses out from you, dealing 20d6 damage. Those that survive are forcefully torn from the present timestream, and set into one in which they are slowed (as the spell). The new timestream causes disorientation, bestowing a -2 penlaty on all attacks and checks, and a -2 penalty to Fortitude and Will saves. The sluggishness of the timestream reduces effective Dexterity by 10 points, and bestows a -10 circumstance penalty on all Reflex saves.
A single Will save negates this spell.

This spell was originally used by Raylon, Lord of the Shadow, durring the final period of the War of Darkness. Raylon teleported into the center of the enemy's main camp and cast the spell to devastating effect. He then set up a summoning gate to the Plane of Shadow, and called forth a thousand Shadow Wolves to lay waste to the enemy.

Not really. Not when you consider that this will be the spell that settles a hundred years of war, the spell that allows the siege on Castle de la Superimpenetrable end, and the spell that can stop an advancing army in it's tracks. And the caster will have somewhere around a million XP by the time he has enough ranks in Spellcraft.

It looks like the DC should be 40 + ability mod (normally 20 + ability mods), not 30 + ability mods. The radius should be 200 feet (20 feet + 900% of 20 feet = 200 feet).
