Arkhosian Rod. Had it partly right. And nope, doesn't overlap. Arkhosian Rod adds the +hit as well (Ninefold is only damage). So you have something that 1.) has a built-in +6, and 2.) Still gets +6 Enhance to hit. Getting it to benefit from Expertise is a separate trick (Draconic Spellcaster). ^.^ So at 30 that is +9 (Cha.. I'll just assume an ED that gives +Str (or you took the feat that chances that stat for DB to any stat for both attack and damage) because there are tons of good options)+ 15 (1/2 level)+6 (Built-in to the power)+3 (Draconic Spellcaster)+6 (Enhance). That is 39 vs a NAD, which hits an even level on a 3+. Add in Superior Reflexes (you'll have 15 Dex for Sorcerer Implement Expertise) for auto-CA on your first turn and Surprising Breath for CA on every subsequent turn so long as you keep hitting. Which shouldn't be hard, since Dragonbreath counts as a Class Spell (Ninefolder Master) it works with Sorcerous Flux (you can assign the to hit rolls in all blasts/bursts to any target in the blast/burst. Including allies becomes a net benefit). That is +41 on a very regular basis, which hits level+1 on a 2+ If you happen to not do enough damage to recharge via Nusemee's Atonment.... action point and get a second chance. Should note this build is dangerous, you can kill yourself and it isn't, strictly speaking, superior in DPR. I just like the fact that with a huge investment you can actually get the whole damn thing to work.
