You can just find something mechanically suitable like a Throne Archon (Book of Exalted Deeds page 162), and give it a unique description, as it fits all of your mechanical criteria other then Paladin abilities at half its level... which is an extremely odd and possibly difficult thing to want. You can always just add Paladin levels, or trade out some of its racial HD for Paladin HD.Also, I have no clue whether its Palor or Pelor, but you understood me right? Should I correct your sentence structure and grammar?Edit: Remember that NPC is simply a character played by the DM, there is no reason it cannot simply be a monster that is made unique in the eyes of the players.</blockquote>
