So, there are a few threads now on house rules for multiclassing. Here's my take on it. Warning...this is a long post...
General Comments
This is an overhaul of the multiclass system. It is consistent with what I believe to be the core mechanic of 4th edition multiclassing. That is that multiclassing is accomplished through the use of feats and is learned as you progress in levels.
Rules in players handbook require one feat spent for each power swapped. I feel this is too restrictive and costly. Spending one feat to swap one power gives you no incremental benefits. In terms of balancing it amounts to a wasted feat. The multiclassing rules in the players handbook also give very little access to the class features of the second class.
The intent here is to have a smaller feat penalty for allowing power swaps. However, some limits and feat expenditure is needed to avoid multiclassing abuse. For example, taking one base class for extra hit points, proficiencies, etc and then multiclassing into the class that you actually want your powers from. The class you want the most should be your main class and not your second class.
Allow more access to class features of your second class through feats. Thus you can play more like your second class. This has to be limited/balanced so that spending feats this way is not more attractive than taking the regular feats. Atleast one class feature accessed this way has to be limited so that the role defining second class features are not quite as good as if they were single classed. The goal is to allow more interesting multiclassing but to still keep single classing rewarding!!
Near full access to your second class should be roughly half of your feats. Out of 18 feats this would then cost approximately 9 feats. I don't know for certain that this the right cost in feats. I figure it is likely better to error on the side of requiring too many feats. Players likely won't mind if later on if the feat cost is reduced.
Summary
When you select a multiclass feat you get some limited use of a class feature of your second class and an additional skill. You can then select a second feat to swap powers with a few restrictions (based on levels and only up to 1/3). In the paragon tier you can spend a third feat to swap up to half your powers. You can spend more feats to get additional uses of the class features of your second class.

Base multiclassing feats do not grant implement usage (Multiclassing does not give free armour and weapon proficiency, so I am treating implements the same way).
