Sounds interesting, if a little harsher than what I would normally play. Personally I would want more details before I commited to playing, but would likely give it a shot based on what you presented. It sounds like a great Iron Heroes setting, but if you dont have that or your players arent familiar with it you likely dont want to use it with a game Starting Friday. Other possibilities are Black Company or Grim Tales. If you intend to limit magic consider just doing away with the full casting classes or replacing them with things like Truenamer and Warlock for a different flavor. If you do limit access to higher level spells try replacing them with Incantations (from Unearthed Arcana or d20 Modern's Urban Arcana). I would also limit magic item feats. Perhaps even setting up a prestige class that is the only one that has access to those abilities. Most magic items can be artifacts. The Bardic Sage, also from Urban Arcana, might be a good class to represent your academics. The stuff from UA is availble online at various srd sites. Given such a world, where do the players fit in? Its an interesting setting, but I find that a lot of settings fail to give a clear idea of what adventurers do. Since this is a homebrew you might consider how the PCs are going to fit together and what they are going to do. Also given that fact you are even more so going to want to detail some smaller locale and an organization, maybe, for the PCs to fit into. What races are you planning on using? Just humans or some of the native inhabitants? You might want to avoid the standard fantasy cliches to better enhance the feel of your setting. If it were me I would probablly have the PCs be a group tasked with finding the weapons that devestated this land, or clues to the ancients who did it, as a means of keepign back the Shadows. What that organization might be depends on what the Player want to be. It could be a temple for devout PCs, a goverment for Lawful ones, a University for the more Chaotic, or some private but well funded individual for the more mercenary types. I wouldnt rely on the players to just come up with a reason and a direction on their own.
