A couple comments. The main problem is too many bonus feats. I would only allow that many if the ranger gave up his ability to cast spells, which I do not think is a great option. Your goals for changing the ranger seem to point you in the right direction, especially #4, but I disagree somewhat with #2. I really do not think the ranger is any more front-loaded than most of the other classes. Players take one level of many classes for certain abilities and then abandon the class. The reason the ranger looks more front-loaded is the lack of any special ability at 2nd and/or 3rd level. I have given the ranger one bonus feat (and only one :) ) and the smite ability against a favored enemy once per day to fill these gaps. I also give the ranger one skill mastery (as the rogue ability in the PH) at 13th level because that seems like an appropriate ability for a ranger to have. Favored enemy did need a small "fix" for those favored enemies immune to crits. Just ignoring that rule is one way to do it. I prefer the Defensive Favored Enemy variant in MotW. There is also a feat that allows the ranger to apply his damage bonus to one favored enemy that is immune to crits. As for TWF, do whatever you wish. Some like it, some do not. I have no problem with it, and it makes your goal #4 easier just to leave it alone. What I do is leave it up to the player. If one of my players wants to drop TWF for his ranger and replace it with another similar ability or fighting style, I would allow him to drop the TWF virtual feats and replace them with one real combat feat. Finally, I agree with Zarrock. I like your favored terrain feat.
