Anyone know where this feat is

I know there was a feat that increased your monk level by 4 for determining hand to hand damage. My friend and I could of sworn it was in players handbook 2 but now can not find it.
Any idea where it might be.

Sounds like Superior Unarmed Strike from Tome of Battle: The Book of Nine Swords. It special is that for monks which takes the feat it treats the unarmed as four levels higher.

My friend is planning on playing a Whisper Gnome monk in the next campaign I run, and I was wondering if there is any feat or item out there (WOTC only) that changes small monk damage to medium monk damage.

You're after the Potion of Enlarge Person.

Check with your DM if you can get one brewed at CL1 for 50gp, like all the other first level potions, instead of the CL5 one in the DMG!

I believe that according to the D&D 3.5 FAQ a monk can also apply the Improved Natural Attack feat from the Monster Manual to their unarmed attacks, which increases the damage by one step. That feat just requires a BAB of +4 or higher.

The potion of enlarge person in the DMG *is* CL1. "The caster level for a standard potion is the minimum caster level needed to cast the spell (unless otherwise specified)."

The reason it costs 250gp instead of 50gp is that it only takes a standard action to chug the potion, but one round to cast the spell.
