Appropriate gear for 24th level NPC

To make them balanced with the PC party (of epic level), what's the appropriate enhancement/gold cost equivalent for equipment that a NPC should have?

Assume the NPC is of a standard class (base PHB ones).

Assume they've got access to anything a PC would.

What level of weapons/armor or what cost equivalent should they have?

If they're supposed to be balanced with a PC of the same level, um, I guess they should have the same amount of equipment a 24th level Epic PC does. No?

I don't have the ELH at hand, but it's around 1.5mil, I think.
