OK- there are 1 or 2 feats or class abilities that make a Dragonborn's BW into an arcane power (Arcane Soul and Ninefold Master from PHR: Dragonborn- there may be others).

What level would that then be considered for the purpose of other feats or class abilities, like Sacrifice to Caiphon?

My gut reaction is that they are not applicable to effects that reference a level, because they don't have one.

Vis-a-vis StC, that won't work because the Dragon Breath may be Arcane, but it won't be a Warlock power, I believe (having not checked arcane soul or ninefold master).

This is probably pretty accurate. It's a Racial Power, not an Arcane Attack, and therefore doesn't have a level. Or even if it did, it would be level 0 (and no, that does not mean that sacrifice to Caiphon only does 0 damage...). Honestly, just be happy that you can do ridiculous things like play a Dragonborn Sorcerer that toss of 30-40 damage per target* in a Close Blast as a minor. :D

*Honestly, that's being conservative. With the feat support in the Races:Dragonborn book, you can do absolutely sick stuff with Dragonbreath. Having it be Arcane just makes it 10 times worse. :devil:
 

The feat makes the BW into an "arcane power"- no mention of class- but given that it is a Sorcerer's feat, it probably would not qualify for StC (my gut agrees here).

However, the Ninefold Master makes it into an "arcane power of all your arcane classes", which is what prompted the question.
 

Well, I'd still say that it wouldn't work... I'd interpret things like sacrifice to caiphon to be "When you attack with a warlock encounter power with a level..."

Problem is, that screws over Hexblades and other essentials classes...
 

The thing is, it's not all that abusable: because DB is an AoE power, Ninefold Master essentially makes your DB "Reliable". Hit one foe, and you can't reuse it in the encounter (well, unless you have another feat which recharges your breath).

Actually, there are "Suicide Sorcerers" in char op that allow you to recharge your breath weapon. They're built on the Ancient Soul feat, that makes your breath weapon Arcane, and if you take the same damage as your BW, you recharge BW. So if you blast yourself with your own BW, you may breathe again.

Two handy ways to do this. Hurl Breath turns your breath intoa area burst 2 - so it's a bigger AoE, and you can place it where it will hit you. However, my favorite way is Nusemnee's Atonement, where if you hit an ally you can take the damage instead.

Of course, the fragile sorcerer can't keep that up too long before knocking themself out.
