Arcane Healing

A bard with the Scribe Scroll feat has the potential to create arcane scrolls of Cure Light Wounds. Could a Wizard or Sorcerer use the scroll to learn Cure Light Wounds as an arcane spell?

No. Or at least not without a Rule 0 from his DM.

Only spells on the Wizard list can they do that with.

Right. In order for the wizard to learn the spell, it must be on his class spell list. CLW is not on the list.

If you want arcane healing, check out some of the splatbooks. For instance, Magic of Faerun has a spell, Simbul's Synestodweomer with which the caster can burn spell levels to heal himself.

Well, of course the expansion books will eventually break all the boundaries and basic rules in the core books.

Necromancy IS a way of manipulating lifeforce...so who says it can´t be used to transfer life energy from one source to another and heal someone with it?

Vampiric Touch is just the evil variant of healing yourself at someone else´s life´s cost...the opposite could be done, too, and has been done in the "Magic of Faerun" supplement. And it doesn´t break or even bend the rules...it´s just creative appliance of necromantic magic
