Are there actual rules for researching new spells?

In our game, I often allow spellcasters to take spells from new sourcebooks. I'd like to have those spells be researched by the PC in-game, though. I thought there were rules for doing this, but I'm not seeing it in the SRD. Was that a 2nd edition mechanic?

In 3.5, spell research is generally considered automatic as you acquire levels:
"Wizards perform a certain amount of spell research between adventures. Each time a character attains a new wizard level, she gains two spells of her choice to add to her spellbook."

However, the SRD does have rules for developing entirely new Epic spells (here), which could probably be adapted for non-epic spells (maybe divide the costs by 10).

Actually, those are supposed to be from the PHB spell lists.

Researching 'new' spells are DMG page 198.

Pay 1000 gp each week
1 week per spell level
Find out if the DM will allow the spell as the money is being payed.
Work with the DM to develop the spell so it will be approved.
Spellcraft DC 15 + spell level to finish research and write the spell into spellbook. [IIRC]

Well actually that only refers to the research for those "free bonus" spells gained when leveling up and to no other spells. Whether or not those come from the PHB or not is up to the DM - it does not specify where they can come from only that they must be spells she can cast.
