In the Book of Exalted Deeds there is the whole Aspect of the Diety type of spells. The highest level one gives you the half-celestial template for 1 rnd/level.
Also another spell in that book permanently changes a target into an Axiomatic creature, but I'm pretty sure that it entails an XP cost.
There are numerous others in various Dragon mags as well as (I assume) the BoVD.
